For larger water projects, financial sustainability is essential. Consumers ultimately have to pay for water supplies. This means that the financial help which the WMD puts into Indonesia during the joint venture period must, in principle be recouped. The stake of WMD and the Ministry of Development Aid must be seen as a loan which will be repaid within 15 years. The WMD will then be able to reinvest that money in aid projects. We want to offer as much assistance as possible for as little money as possible.
