The WMD runs local water companies for a period of fifteen years. The companies are incorporated in a holding in which WMD holds 51% of the shares.
The local government provides the personnel and the concessions. The WMD provides the management, the know-how and a quarter of the investment. Within fifteen years the companies, now faced with heavy debts, will develop into independent, financially sound businesses.
The approach is geared to the recovery and building of infrastructure, technical support and employee training. In five years the companies must already be able to attract extra capital for further extension of the water mains network.
